The Strategy of Human Resources in the Judiciary 2022-2026

The analysis of the current state of human resources in the judiciary pointed to the challenges the judiciary of the Republic of Serbia is facing, and they are primarily reflected in: lack of strategic planning in human resources management, shared competence in human resources management between the Ministry of Justice and the High Judicial Council on one hand and the State Prosecutorial Council on the other hand; partial and insufficient application of key elements for court budget planning; inadequate harmonization of the number of judges with the scope and structure of their workload; inadequate status and position of judicial assistant; lack of capacity in public prosecutor's offices; inadequate status and position of prosecutorial assistants; lack of human resources in the Administrative Office of the High Judicial Council; lack of capacity of the State Prosecutorial Council and inadequate infrastructure and ICT capacities for the work of courts and public prosecutor's offices.

Such clearly defined challenges indicated the need to adopt a strategic framework, which should contribute to overcoming them, by taking a wide range of interrelated measures and activities over a longer period of time. For these reasons, the Strategy of human resources in the judiciary for the period 2022-2026 was prepared and adopted. The general goal of the Strategy is establishment and sustainable development of a transparent, modern and efficient system of human resources management in the judiciary of the Republic of Serbia, in order to strengthen the rule of law and legal security of citizens. The strategy is the first of its kind in the Republic of Serbia - the issue of organization and improvement of human resources in the judiciary, so far, has not been regulated by a specific strategic document, but only through the "umbrella" national judicial reform strategy.

Professional and administrative support to the working group that worked on the preparation of this strategic framework was provided by the project " EU for Serbia - Support to the High Judicial Council ", while parts of the Strategy related to human resources management in the prosecutorial system were prepared with the support of the project “EU for Serbia – Support to the Prosecutorial System”. Both projects are funded by the European Union.
